I've never heard of a Pawane,but typing the word into Google reveals that it is also a city in India.It still could be Japanese made;they are fond of foreign-sounding names for their instruments,and steel guitar has always been popular there.
There is a cool looking Aria knock-off of a Fender on Ebay right now.
To figure out a fair market price,find out what similar guitars are going for in your area or on Ebay.

I've never heard of a Pawane lap steel, nor anything close to that name. It's unlikely such a lap steel would be worth much unless it's a real beauty.
Most of the Japanese lap steels I've seen in the USA are from the late 50's or early 60's and are not good quality instruments. (I'm specifically excluding the Excel lap steels from this generalization; they seem to be very good instruments.)
I've seen pictures of a couple of Australian-made lap steels, but have not heard any personally.
